New Delhi, March 27, 2025 – In a fresh push for consumer-friendly reforms, India’s leading cable operators have petitioned the Telecom Regulatory Authority of India (TRAI) to grant them the power to unbundle broadcaster-created channel bouquets. They argue that while broadcasters have the right to package channels into bundles, Distribution Platform Operators (DPOs) should have the flexibility to break them apart and offer customized options to viewers.

Currently, broadcasters package high-demand channels with less popular ones, forcing consumers to subscribe to entire bouquets even if they only want a few specific channels. Cable operators believe that dismantling these rigid packages will lead to more affordable and tailored offerings for customers.

If broadcasters can bundle channels as they see fit, why shouldn’t DPOs be allowed to unbundle them? asked a senior representative from a major cable provider. “This change would bring transparency, affordability, and real choice to consumers.”

However, broadcasters have pushed back against this proposal, arguing that it could disrupt the content distribution ecosystem and impact their revenue models. They maintain that bundling helps sustain niche channels that might otherwise struggle to survive.

TRAI is expected to review the proposal and hold consultations with stakeholders before making any policy changes.
